State and local rebates combined with federal tax credits can cover as much as 40% to 60% of the cost of a solar water heating or photovoltaic system.

In general, a TAX DEDUCTION is an expense or an amount of money which lowers your taxable income. It is subtracted "off-the-top" from the amount of money you made throughout the year, your gross income, therefore reducing your adjusted gross income, or AGI, which is used to calculate your tax liability.
A TAX CREDIT reduces your tax liability (the amount you pay to the federal government) dollar-for-dollar, regardless of your AGI or tax bracket. This is why tax credits can be much more valuable as an incentive than a tax deduction.
